Actually the minimum on the processor speed says 1.5, not 1.3 and has said so since the release of 4.00. If you have been able to run 4.06 without problems then you should be able to run 4.08. The warning item is just to let you know the lower speed may cause you problems and is below the recommended. It will not keep you from running it.
