Those are instructions posted in 2003 and obviously don't apply explicitly to your computer.
To find out if you even have this capability and how to get into the Bios, you will need to check your manual for your computer or contact Support for your computer make/model.
It depends on who created the Bios and what they chose as the key to enter it. Some use Exscape, some use F2, some use Delete, and some use other key combinations.
