This is what I found in an extinsive search on line:

When a file is locked but the installer wants to overwrite it, the new file is written to a semi-random name with a .RRA extension, and Windows is notified to rename the .RRA named file on next reboot to where it should have been installed.

Did you have the current Hoster open while trying to upgrade it? Try restarting the computer to get it to complete the install.
