4.03 will clean up some stuff making tempo possible. Short answer is - probably not. Tempo change is high on the priority list so you can be sure it will be out as soon as possible.
If I'm reading the second half of your post correctly:
Once upon an analog time tempo and key change were tied together. Changing the tempo required changing the key and vice versa.
Everything is done digitaly now so changing one no longer effects the other.
The key change in Hoster does not effect the tempo.
