Don't think it is Hoster that installs the lower filter but clashes with the one that is installed. Roxio and Nero both modify this when they install and the original is a Microsoft installed control. If Hoster installed it then everyone would have this problem and that isn't the case.
Good find though. Maybe Admin needs to add this to the Knowledgebase so everyone can find it.
