No.
We were having 2-4 spammers "joining" a day, and plastering up to 10 emails each. It was taking me hours to find and delete them all.
Changing to 120 seconds between posts just made it too long for them to wait. They have now disappeared. Ask me in another few months, after they have forgot we exist, and I'll lower to 90 seconds.
This is another fallout of being on the Internet so long with active users. Sigh... such is the price for success.
