That process belongs to Nero and is probably why you don't have any disk drive listed.
Go to the Startup folder in your start menu and delete the Nero shortcut there. Nero is grabbing the cd drive and locking it down so it is the only program that can use it. And it won't hurt the Nero operation to do this. Just makes Nero a tiny bit slower to open up when you want to start it.
