Follow these steps to fix this:
1) Left click on the Start Menu
2) Left click on Control Panel
3) Double (left) click on User Accounts
4) LEft click the bottom item that states Turn User Account Control or on off
5) When the dialog pops up stating Windows needs your permission to continue click Continue
6) Now uncheck the check box beside Use User Account Control (UAC) to help protect your computer
7) Now click Ok
8) Click Restart Now when asked if you want to restart your computer to apply these changes.
Once the computer has restarted you can go into Hoster and try creating the database again, it should now work without any problems.
