you can get a cheap mixing board, and a mirophone, if i were you i'll get a good quality active ( powered ) speakers and plug into your tv audio, i dont think tv speakers can bring out a good vocal sounds..either way it might cost you around $300 or more...and my advice too is..i now you said just for personal used..but in the long run you gonna end up buying more stuff..caused you gonna want that good quality audio and vocal sound..thats what i though at first.."just for personal used" i ended up buying more stuff..
