Are you running this computer as an administrator or a user? It sounds like you don't have enough permissions to do anything.

Have you not rebooted/restarted the computer during all of this?
When you do a full install it requires a restart to complete it.

I might add that you really should purchase an upgrade (unless you meant to type 3.312 then it is free) because the version you have is way behind a lot of advances that MTU has made to make Hoster work better.
