I've done a lot of searching and have yet to find (a legal) one. Top Hits Monthly was selling cd's with mp3gs for a while but I can't even find that any more. The closest I've found is cavs but they have a very poor/limited selection AND it's in their propriatery format which requires you to buy a conversion program from them to convert back to bin.
I would imagine that if there were not licensing issues to deal with download retailors would be a lot more common.
