If it works for any amount of time it would not be something a converter would fix.
I would first suspect a bad tuner. Maybe it, or something in it is overheating after 10 minutes. I'm assuming some kind of external tuner (also assuming you don't mean FM modulator). Would also suspect cable from laptop to tuner or cable from tuner to tv.
If your tv has svideo or rca inputs you could probably use a vga to rca/svideo adaptor and go straight in.
