Got it.
Open Control Panel
System
Device Manager
Open CDROM
Right click on a drive
Settings
Uncheck AUTO INSERT NOTIFICATION
Do that for each cd/cdr drive.
It is recommended with 98/98SE that this be off anyway to keep from possible interference when copying cdg's.
