Was surfing the forums and noticed your post.
If you've already spotted this, fine.
Your dxdiag shows you to be running DirectX 8.1 not 9.0. Try downloading 9.0 from the Microsoft website and see if that takes care of the problem. If you already did that, perhaps it did not install.
