The "fail to load dll_isuser" error occurs when required Windows Updates for this computer have not been done.

Connect to the Internet, click the Start Menu, and the Windows Update. Your computer will be scanned to find out what updates need to be done. A list of updates will eventually appear. Install all recommended updates.

Once you have done this, you probably will need to restart Windows. After restarting, try installing Hoster again and it should not display the dll_isuser error message.
