I clicked your link and got the "No Permission" message. In times past I have been able to rethink what I said and edit it for clarity. (Or even remove something that I wish I hadn't said) I think I have read your item 13 before. I'm not questioning the existence of a new policy. I'm just questioning the correctness of that policy.
