You say you have always had this problem since using Hoster, are you sure it wasn't after a particular upgrade ?
I ask this as I remember the same thing happening a long time ago but can't find which version caused it.
Do you have auto fade set in the audio settings, if so does it still stay lowered if you set this not to fade?

How are you connecting your audio out ?
If you are not running the audio via the HDMI out make sure the Audio for the HDMI is set to disabled.
Just right click the little speaker icon on the taskbar and select playback device in the sound dialog right click the HDMI item and choose disable apply and OK. this will not affect the video part only the audio out.
This may not be visible unless you have the HDMI connected.
