I tried using link
http://www.mtu.com/support/mp3-get-lame.htm and was able to download the referenced file to my desktop, attempted to run (as administrator), and was not able to get past the error message provided on attachment.
BTW - I am unable to generate a ticket on my home PC either, and it has Windows 7 Professional (???).
