That dll looks like an "Intel" Video Driver.
My experience with video drivers required me to go straight to the "Dirver Manufactureres" site (in this case go to Intel) for the most current version. Sounds like the current Computer Manufacturers driver version is out of date as well as the Windows version.
Believe it or not, Dell's video driver version for my computer is dated last year.
Worth a try.
