I removed one of your links because it was incorrect and took you to a jewelry collection instead. The item you are showing it taking video out through a USB port and running it through a converter (which is actually a video card in a box, thus an external USB video card) and outputting it to a VGA.
As long as you have a slot for the video card and I believe those do, then you can install a separate internal card and turn off the integrated card. I have done that for all Dell desktops I own.
