Yes you can either copy or move them to the the C/drive. I would use copy myself and then delete them afterwoods once I know everything is OK.
Once they are all on the C/ drive you will have to use the rebuild database function. Presuming this is version 4.32. From the tools tab select "Songs Database" in the next dialog are 2 options, select "Rebuild" on the next screen delete the folder that pointed to your external hard drive and any folders that don't have any of your current songs in.
Now use the "Add Folder" button and navigate to your new folder, make sure you see the list of files in that folder then press select. Now check that the list of folders showing in the rebuild dialog is listing all the ones with your music in and press "Rebuild Songs Database"
It can take a little while depending on how many songs you have.
