That is true only for 32 bit versions of Windows. This limitation is lifted in the 64 Bit versions of Windows. Even Vista Home Basic 64 Bit supports 8 GB with the 64 Bit versions of Business, Enterprise and Ultimate supporting up to 128 GB. Windows 7 Home Basic 64 supports 8GB, Home Premium 16GB and Professional, Enterprise and Ultimate support 192GB.

It is not uncommon for motherboard manufacturers to put memory limitations in the BIOS to prevent you from upgrading past a certain point. You should always check with the manufacturer to see what the limit is.
