Microstudio V2.314 not working

I have not used Microstudio V2.314 for over a year. I double clicked the Icon and nothing happened. I uninstalled Microstudio and reinstalled Microstudio. Same thing, nothing happens when I double click the Icon. I am running Win98SE and I know the CDROM Drive works with this version of Microstudio.
