I have not recieved my download, registration code for the new Vogone version in My Account. How can I notify M.T.U.?

You can either post your problem in the Vogone Help forum or the Critical Registration. Or you can use the new Support Center on the main MTU site at http://www.mtu.com/kb/support-center.htm.

so if i bought the latest microstudio and ten mins later they release a up grade i would have to pay AGAIN surely that cant be right.

I don't know what their cutoff point would be, but even if you have to pay again it would be an upgrade price, not full price.
